On the face of it I had presumed that all the opposition to extending the Congestion Charge zone into Chelsea and Kensington was because all the owners of Chelsea Tractors enjoyed being rich and didn't want to have to pay, but having read more about it, the whole idea sounds like an appallingly short-sighted one. Who knows what goes on in Ken Livington's head? This time next year the state of local business in the area could well make for very sorry reading. Ken, on the other hand, is pleased to announce that research suggests that his great new extension will shave a whole FIVE MINUTES off journey times. I'm sure he's not so quick to mention that they're jacking the price up from £5 to £8, though...
